Imperial Courier is one from the best small ships ... very fast, strong shield and can have also decent hull if you sacrifice some of its speed. There is however heavy weight sensitivity, so undersizing of modules and use of lightweight modifications is a must for this ship ... ofc in case you want to keep speed as high as possible.
