Then only one clan would be renting, as there isn't anyone else left in clans otherwise.

As would clans billboards in the system of any importance and no clan wouldnt survive without them. If there are clans that really want to become a server clan or support the server otherwise then they would do even without such billboards.
It has always been the clans duty to care about their system - with or without the billboards.
