5. Ask other SR, ESR for help(money, fire-help and other)

1. Allie with unknown persons or clans who are not allie with SR without leader's permission.
2. Say bad swords without any reasons 
3. Ranger can't give tax or cargo for anybody(except 2 millions for permission to fly in clan-systems).
4. Cheating, crash server rules and other.
