Without wishing to throw water all over this, there are much easier ways to get neutral in Freelancer. If we're talking vanilla, then do the following,
Shoot 12 barrels opposite Newark Station in New York (can get away with eight)
Shoot 2 barrels at Alster Shipyard in Hamburg
Shoot 2 barrels at Southampton shipyard
You can get a zoner bribe if you like, won't affect above.

the attached screenshots show what you get on a blank new char after 8 barrels near Newark + 2 barrels near Alster + 2 barrels near Southampton. Not the best possible rep, and not "perfect" according to Diablo (as many factions are below middle), but this is indeed the simplest way when you just need to be neutral and fly safely across Sirius. Thanks for the tip!

First of all, you have hardly met NPCs of half of all existing Sirius factions at the time you took those screenshots.
And second of all, I did not create this article to discuss how to get "neutral", because that's pretty simple, quick and straightforward. The purpose of this article is to help you reach the best possible rep with all Sirius factions, and creating a charater that can buy everything (not just goods, but gear and ammo as well) anywhere in sirius - and, believe, there is no easy or quick way of achieving this.
I understand, this method has a very different purpose from yours. However, the screenshots can still be useful for someone (by the way, I met all criminals except a few but no doubt they are all neutral).

I will for sure try this Diablo recipe as it is imo rly 'ultimate' solution for rep. It will allow also very safe containers trade in Outcast/Corsair area. It also is, as I see it, usable for all chars (not only newly made).
I added to wiki also 'containers' recipe from little other source, but still this is only 'economy' solution imo ... good for fast work on chars, but far from 'pro' solution
i tried the optional step in point 6, but it didn't work as mentioned:
i shot more than 1.700 Xenos and 8 of their depots in Inner Cloud.
the result (here just the 5 worst reps except Xenos, Zoners and Bundschuh):

so all in all a good result. but u see that Synth Food became mad with me (was fully green in between)? that's why i decided to stop farming Xenos.
aaaand: Bundschuh were still really pissed a lot: -90
so after this Xenos-massacre i had to buy the Zoners bribe, of course, and the Bundschuh bribe too. well, at least with those poor Xenos i filled LPI Sugarland and got 100 mill extra. but LPI has a problem now and needs some more prisons in Texas
Very nice, but we have to remember and to be aware, that back in the old
days, such information was a privilage for a clan members and
experinced freelancers (few of them to be more specific), and among
few other things this was a one of the main reasons to apply for a clan
membership.
I will never forget how amazed i was with a "keep your
mouth closed like behavior" and and so thrilled when the clan showed to
me how to fix reputation, and many other things which were privileg those days for
a clan members-ONLY!
And server clans use to hold the server alive, right?
Just a word...
i'm sure there will be always some secrets left, especially in 2.0
And - hopefully - enough clans, who are able
to "initiate" new adepts to the secrets of life in the "CROSSFIRE's, lore"
