I downloaded, installed and started the game but it looks just like the regular Freelancer game. Is it running correctly ? Or is the Freelancer game running instead of Crossfire?

Well if the graphics have improved and Trent has that really cool Order costume even though at first hes never met them and despises them, then yes, it has installed correctly
When you were about to activate Crossfire, did you receive any options to configure the mod? (aka: Story, ASF startup. Compatability mode: Activated or deactivated)

When you start your game, if you click the FL icon and the crossfire launcher starts, giving you the choice of launching either CF SP or MP
Then you are playing Crossfire........

Please follow instructions from here: https://swat-portal.com/forum/index.php/wcf/faq/ . From what you posted it looks like you not have crossfire mod activated. Mod is first installed into FLMM, and after this is needed activate it. Activation (in FLMM 1.31) will overwrite freelancer vanilla files. Difference between vanilla and CF is ... BIG.

i tried reinstalling. cleaned out all old FL and CF files. Installed in this order. FL clean install, FLMM 1.3, then CF 2.0
I openned FLMM and it showed CF 2.0 already activated. when starting the game (either by clicking on CF or "launch freelancer" through FLMM it only starts the vanilla version of FL.. ideas ? what am I doing wrong ? Using Windows 7 if matters. -
In the registry search for the following key: HKEY_LOCAL_MACHINE | SOFTWARE | Wow6432Node | Freelancer Mod Manager
There is an entry called "mods\<Name of the mod you have activated>"
Select this entry and delete it. Now if you restart the FLMM no mod should be active. -

ok. i was able to get the crossfire loader started. It asked and did a bunch of updates. says Crossfire loading...Crossfire starting... then Crossfire closed... what the ?? I changed the graphics seting to low res. and deleted all saved game files in my doc file. anything i'm missing ? still wont start up.

There can be more reasons, included bad mod installation or that your system is not able use chosen graphic enhancement. Please try when you start launcher open Settings (that big icon in bottom right corner) and in Shaders options use "Vanilla FL" like you see on attached ss. Then try start a game. If will crash, please open icon with "Log" ... but I fear that if it will crash also with vanilla shader, that something get wrong during mod installation/activation. Its my guess only, but I think that your system (antivirus, win7 settings like user rights, etc.) refused correct installer functioning. But maybe step by step. Try first please this vanilla shader.
Next step could be that you will check details for your FL folder (size, file amount) and also check size and files amount for Crossfire 2.0 folder inside FLMM/Mods
