    You can have any ONE license that you want with the ability to change licenses anytime, yes. Not 2 merc 2 cop 2 pirate 5 smuggler at once :P But it's not directly watched as it's a too big mess to detect all freelancers then their families and exceptions and sht. Yet, if you are seen doing stuff like that tax then fine or otherwise or fine a smuggler then switch to smuggler and join the trade run with him or such, then u can be reported yup.
