I'm not sure who is running all of these extra projects, but who ever it is, runs them, takes all the marks and fills nothing else. Currently 4 additional projects are running, two DIL mine , two Embassy. We didn't need either at the moment and it has absorbed close to 80k in DIL we needed towards the FSB.
Unnecessary Fleet Projects

I revoked the fleet holding permissions for Vice Admirals to prevent this in future.
When the starbase stuff is done the permission will be granted again. -
As long as OP can keep the SB projects queued up it seems the best way to make fleet progress on the right items. I am wondering tho if the new setting will help to find who keeps setting these projects....time will tell I guess

Well, every time I log in with my Fed char's, I check the build queue, and there is NEVER a project open that requires dill; at best, I can contribute a few DOffs, maybe some commodities, and that's it. My Fed char's will not likely get another promotion this year if this continues.
On the KDF side, we have build projects on all 4 holdings, and large dill sinks waiting to be filled; I might reach VA in a month or two over there...

i am pretty sure we soon need a lot of dil. you can save it probably. I also have bad luck to contribute FM to projects as that is mostly covered. I also can contribute a few doffs. If thats how it goes, then thats how it goes
