I run CF with Win 8.1 too, without any problems.
You did run everything as Administrator and then shortcut is in compatabilty mode (Administrator and Win XP SP3) ?
Ok, i do have some launcher issues, but i just leave it to update and then relaunch without any problems.

The launcher starts, Gives the error and then closes by itself .. all in the space of about 1 second ..
I am not sure what else to do .. it does not seem to look like a problem on my machine but a problem contacting the server or getting something from the server..
I did read somewhere that putting *.swat-portal.com in trusted zone in IE can make a difference. On Win 8.1 find it when right-clicking the Windows (Start button and Controle Panel - Internet Options.

I have V2, V3, V3.5, V4 installed. See the screenshot below.
I just removed everything, cleaned and re-installed.
Run the old launcher and it takes me into the game.
Exit the game and run the launcher again
Immediate crash.

there were ppl who solved such launcher issue with uninstalling framweworks and installed only ver 3.5 (which should be used by launcher). Also if launcher crash, can be good idea check if is not in running processes 'old' freelancer.exe (if yes, launcher will crash every time)

I cannot uninstall any of the frameworks, they are all used by one or another program. ( Why was this program written by a .Net Environment. It ALWAYS creates major issues. Using something that is self contained would have been much better - something without any runtime environment requirements)
The freelancer.exe used is file version 0.9.0.8

probably something is incompatible with win8.1. But utrack has to has a look at it.
It could be windows libraries or gecko libraries. Have you tried the compatibility modes?
yes I have tried compatibilities..
Raiden has Windows 8.0 and I have Windows 8.1 .. both has the same problem.
The Problem points to something with the gecko libraries or the server communications. It seems to crash when the Launcher tries to contact the server- or receives a reply from the server.
i assume it then has something to do with incompatibilities from gecko with Wn8. I dont have any idea how to solve that. As said utrack has programmed the launcher and needs to have a look at it.
in the meantime, I do a fresh install each time and log in with the old launcher .. it just takes so long each time .. lol
My .NET Framworks are located different in C:\Windows\Microsoft.NET\Framework (also have a Framework64 folder)
I have Framework 2, 3, 3.5 and 4 (also folder for 1.0 and 1.1, but not much in there)
I am allmost certain that I installed Framework 3.5 SP1 cumulative update to fix this from Download Microsoft .NET Framework 3.5 Service Pack 1 from Official Microsoft Download Center

It looks like I also installed some VB6 components, dunno if that work - Download Microsoft Visual Basic 6.0 Service Pack 6 Cumulative Update from Official Microsoft Download Center
mmmm I don't have VB 6 installed, but let me install VS2010 and see if it makes a difference

No difference - the Error still there and the launcher does not update
Single player works fine.

I dont see the XULrunner from the Launcher - The Launcher is located in \exe folder. Do you have it ?

Windows Error Reports are located in C:\ProgramData\Microsoft\Windows\WER\ReportArchive folder - maybe some more info there.
I have attached my latest as example.
Okay looking at your error I know this is supported in the following.
Supported in: 4.5, 4, 3.5, 3.0, 2.0, 1.1, 1.0
But I think you're missing v2.0 .net files.
If you un install all and start from scratch including the v2.0 .net files you should be in business.
I can test this theory/possible solution later.;)

Any news for this topic? I think I have the same problem. Everything fine until the lauchner gets updated and then every start ends with a crash.
As Windows Features .NET Framework 3.5 (including .NET 2.0 and 3.0) and .NET Framework 4.5 are installed
