"Shadow" is a criminal & thuggish organization. They carry a pirates license, act like pirates, kill anyone without warning, constant invasion of police clan system, disrupting civlians and their travel and the constant setting of repetitive bounty contracts on police. There will be no negotiation.

The Police are uniting and no mercy will be shown. "Shadow" invaded Tarsus with two other pirates and battled /CoP\ 3v1. When the police reinforcements arrived, "Shadow" fled the system leaving two comrades to fend for themselves and they didn't do very well.

Lesson learned: You associate with the "shadow" clan, you are not associating with reliable pilots.
