I've had the same problem before and when I restarted my PC , it fixed. (It also worked when I just logged off from my account and logged in again => A faster way <= )

Sure, good luck.. and... that's happening because most of the ppl(I guess) don't abort the Freelancer from the Task Manager when they exit from the game. Have that in mind.

Try reactivating the mod, deleting the FL folder and reactivating CF on a fresh FL install.

you have to download the mod again, I had this problem twice now and re-downloading it always fixed it

or an user access level thingy? have you tried as admin? -
Ho... that is really odd... well, have you tried to clean up your PC a bit (With CCleaner / Advanced System Care)? , It's perhaps some old file that makes a conflict with your game
