Since it has become a custom to have multiple chars since the very begining of multiplayer, it has also become an convenient custom to call only F1 in "combat" RP avoiding.
Well, consider this: I am a single pirate in a system ambushing a trader while there are 3 cops nearby, and I only got 1 chance for ambushing and taxing the trader.
As soon as the trader spots my ass going after him to create a RP situation, he decides to switch his/her char.
Similar to this is running away to the nearest planet and then switching char without performing any kind of RP. In my opinion, and I would like to hear some more from you (as well as the comment on my opinion), if a player is caught in a RP situation in a trader ship, and by caught I mean "a player came to tax/fine him while flying a weak ship and being vulnerable", the only 2 legal things for that player trading would be either to play the RP without switching or hiring a mercenary for protection.
Conclusion: Player must do RP in the same char the RP started in, giving the weaker players a chance to exploit the times when the rich traders who are or are not good fighters when flying their fighters and get some money from RP (even though they could be weaker fighters).
This would be really something, but again, in my own opinion if it was put to practice.

I am ofcourse not tryig to undermine OPs RP improvement efforts, I would definitely give the boss' plan a period to prove itself, and perhaps keep this aspect and idea as a backup plan or something like that.
I think this would also finally offer some real money circulling between the various license-type players and clans.
