well, dunno myself, but there are military men in here, so you have a chance, just wait a lil longer.
Will you make videos of your experiments for the rest of us, non military ?

Looks like what is called "grain" in solid rocket fuel. It has all the components to have a constant / violent and long term burn. If it is "grain", I hope you have life / medical insurance before you go messing with it or you have the knowledge how to use it in the right proportions.
-
Yep tubular grains are used even in solid-fuel intercontinental ballistic missiles. However they are made of pressed gunpowder, while what you have in this photo looks like a stick of sulphur.
Something similar is sold in appliance and gardening shops, but in thicker forms (meant for poisonous smoke creation). -

Idk the proper term in English, but i will try to translate directly and u try to find a proper meaning which suit u the best!
First of ALL, Do Not Play With This
Now explanation
As i can see from here, this can be a part of so called additional charge for various of things, which in basic is used to add additional power for velocity and that way ur projectile will fly further than in it basic variant. One for sure this is highly flammable and toxic!
If u want to burn this, do that from proper distant (10m at least) but if u have amount of this, then better call some military pyrotechnist.
I was witness 20 y ago when our pyrotechnist almost burned alive(no matter he had 25 Y of experience in that moment) because he "just" come back to check why the damn thing won't burn... and in that very moment when he came close to ....psssshhhhhh-fsssshhhhhhh...i will never forget that sound-no matter i heard it hundred of times b4!
In 2 sec. temperature rise to several thousand degrees!
Good luck, you will need it for sure!p.s.
Did i failed to mention that this "psssshhhhhh-fsssshhhhhhh" was the sound of human skin and flesh, which begins to burn? -

Did i failed to mention that this "psssshhhhhh-fsssshhhhhhh" was the sound of human skin and flesh, which begins to burn?is that an accurate description of the event? pics or it didn't happen
-
Yes PE that was an accurate description, don't insist too much
you can google that for pictures, no need of THIS case in particular.
