Hi guys, i play almost 1 year on Crossfire server and i would like to start a new clan with my friends. Could you tell me what a i have to do?

don't forget the clan name ;D -
To make a clan with your friends, agreed on 1 RP type, remember your limitations to using only that 1 RP license and style/behaviour, agreed on a name and a tag, and wander arround as a family
To make it a "server clan", officially, you have to rent a system (choosing one of the available ones) and pay a supportive fee in, real money, to OP. Anyway, the money goes to repairing/updating stuff for the server.
Once as a server clan, you can have your own rules over your home system, have a home where to feel safe, park your stores, etc, and get certain respect and RP changes of agreements with other server clans and etc. -
Then you need to start teaming up on single players from other clans. Tease them as much as you can and when they retaliate pretend to be the actual victims. Abuse it.
Start recruiting n00bs in NY. Have someone talk to people who create new chars and propagate how strong and honorable your clan is.Once you have acquired more members tease other clans some more. Become more and more aggressive and abuse server rules to your clan's benefit. Once you purchased your own system it's time to get going with the real plan. Dominance of the server and abuse of power. Drive people off the server and hire or bribe other people to provoke your enemies; a crucial step since you will be the "savior" that "intervens" and punishes the "bad people".

well Michael is right, buying your own clan system will help the mod and server significantly and will afford your clan its own realm. But you heard it from Op himself -- not necessary. In the spirit of Spiky's ..contribution? the more involved your clan is the better for you, your members, other clans and players,.. i think that's about as much as you can or should take away from what Spiky said.
