looks like a strange nomad outpost/ship but its coalition really confusing i never saw a system called vija(also in wiki) coult it might be that its just and try of an new station by op? or its just come with 1.9?
although it looks really nice somehow -

not to spoiler the story but i dont think the dk which are beeing hitted very hard by the other doms will not be able to do more conquests in other teritory at the moment according to the whole story (i hope i get the whole thing about the story right) i think it looks like something nomadlike even they expand there (this also is a litle be mentioned in the story i think)
