Elder is a forward gun of a ship, which you only get buying That ship. It's before the aliens appeared, so aliens don't drop it ofc, as it's a human gun.

I thought that one was deactivated along with the Cruiser Forward Gun...

None was never deactivated, just fixed so, some ppl don't remount them.

But yes we all had to rebuy our caps for it and the change to make cap ships dockable with stations, for getting the gun and shield core.
