I am looking for confirmation that the Alien torp Launchers are legally available in-game. Several players have been spotted using them and I want to make sure that they are not hacking.

Especially since it's likely that (if it's a cheat) most player traded with other players to get the equipment. There may even be only one or 2 people that have originated those alien torps.

... I don't think there are 2, just 1 atm or, only if the 1rst one dared to tel how to origin them to a second player... which is doubtful but possible.
Those torps have no drop rate/chance, and even if they could have been dropped, it would be rare, and who would gift 6 of each to anyone asking for them if they'd be so hard to get ?

that would make the game a waste , you would get bored as there would be no challenge and you would know the outcome. although it would put a different light on the dk,s and such like ancients and the inner core mob.but no FUN the name of the game it will be interesting to see the penalty.

Ignoring them would be a heavy problem, it would mean like a guy kills a friend, and police ignores him O.o why wouldn't he kill more ? He is free to kill anyone who wants lol
And here, it would mean anyone who wants to be better, just ask or mod what he wants when he wants with just being ignored by the 'fair' guys, and having fun killing them anywhere >_>.There's no need for a jack bauer II, a warning to jettison them a elimination of $s and never be caught again would be the first step, the second, char deletion and 1 week ban... this is thought as to give the player a second change, or a third...(if he remakes the chars again), as the competition arround could make even fair guys use some tricks... we don't need ban without warning, but less to ignore them -.-.
That equipment is not for public use, OP told it, I checked they have no drop-rate (means it can't be that they drop... and the story they appear in cargo is impossible, you can tractor a thing that you can't see in cargo, but you can't have something in cargo without tractoring aything O.o). In a group, it's possible that 1 modded to get drops, and another tractors accidentally atm.
Yes, those are the normal stats of that equipment, and they are not for players.
