Yes, you need a license to enforce piracy, but also expect others act with you as a pirate. Like, fining you just with watching you, for piracy signs

U can always speak with a pirate clan online as well and learn a thing or 2

How to become a pirate is explained in the Server Rules under Open RP section. If you start the launcher theres a link on the left hand side 'Serverrules'.

Sorry, and (FALLEN), one of the oldest pirate clans on the server, veterans of many battles, who we fought alongside

you should always ask for a Tax, and kill him if he refuses to pay, or run away.

you may however give some warning shot's (just to intimidate)

there's also other ways, raiming a train in an asteroid field may be more persuasive then actually kill your opponent, as it will make him loose time.

don't forget not to successfully tax the same player in 2 hours.
