Just saw now that the AMD-Update was maybe a co-incidence?
Both updates arrived at same time for me, so can't tell for sure if one triggered the other. But I know that FD was asking AMD since a longer time to investigate this problem, too... we'll see. I have both thumbs pressed that this FPS-drop disappears!

updated the game and tested it just a few mins ago
problem remains without any improvementthe performance in other areas of the game improved
no stuttering when the game tries to load textures at system jumps or close to sun
90-120 FPS everywhere except in supercruisethere i have 10-14 fps
didnt try a driver update yet but the release notes of the latest AMD driver indicate no fix of this problem

Windows 10 + AMD GPU - low FPS in Supercruise, fix that doesn't require driver rollback? - Page 2 ... latest thread I found on FD forums. Someone mentioned fresh install helped him, but dunno about it.

AMD Crimson 15.12 WHQL Drivers considering this, ED is still in known issues there (under Win 10)

Latest "hotfix" for AMD-drivers is reported to fix the SC-issue:
