this are server role-play licenses signs. if you play SP, you not need them.

Hello MTthreat,
looks like you have both Police license (green) and Mercenary license (yellow) mounted at the same time
When landed/docked on a base, just sell or unmount them (in "external equipment" tab), and these colour octahedrons will not bother you any longer.
