you could have asked...
if something is missing then you didnt use a clean installation of Freelancer
Problems with missing file/s can come from 'corrupted' instalation file, write protected FL folder files (in some case CF can't overwrite FL files), missing admins right for install (if you have troubles, is recommended instal CF like administrator), and in very rare cases can antivirus erase some files without even give warning to user.
... For reinstall fast CF exist nice way written by Huor and posted here on portal in FAQ.
... and one more thing: SP in CF is still worth to play for new mission and knowledge about CF history.
Do you have a running installation?
if not, do a CLEAN reinstall:
uninstall (including ModManager) -> reboot -> clean registry (CCleaner) -> reboot -> install FL (admin) ->reboot -> install ModManager & CF -> reboot -> remove read-only on all files in FL dir -> activate CF (admin)
For openSP you also need to replace Mission13 (M13.ini) with the one used for openSP (for example by running openSPfix.cmd)
