Make a the BS group spawn together with 2 other fighter groups... you'd have about 45 ships (3x15+BS)if you broken some limits FL has, from before.

But only the first group is spawning (the one with battleships, cruisers, gunboats and fighters)

is the max battle size and the density high enough?

it just spawn more of the first group even if population_additive = False and allow_simultaneous_creation = False

"population additive = false" just means that if your encounter zone is insde another encounter zone (bigger one) then the bigger zone does not create encounters in this area
if you dont use this line both zones would try to create encounters at the same timebut right here this value doesnt matter
the "allow_simultaneous_creation" is a different matter and you definitly should try it with "true" value
