Are still getting the same error as mentioned at the start? did you check that link. I ran into this similar problem and found that when i check the security tab that in my case, I had to provide the correct access in a couple of instances. once that was taken care of, I had no problems with install. that error that you provided is common to other applications as well and all have the same resolution.

problem may be your permissions on C:\Users\(your name)\AppData\Local/Temp. It may not be set for "Full Control" for your User or Administrator. Update the two lines to permit full control for folder, subfolder and files. Also make sure that you are installing everything as Administrator and remember to remove the read only settings from the FL and FLMM directories.

Hmm....If this was your first visit to Sol and Earth, and you have not gone through the Rift then they should be there. However, if you have gone through the Rift you won't be able to get the bribe, in which case, you may have to spend some time in Kandiris or Mandar killing Nomads to fix your rep with the Coalition.

Looks like the server is down again. It has been at least an hour since I tried to log in. Server list came up, Ping was 166, which is normal for me, no players log on. attempted to connect and got the "requested operation is taking longer than expected and after pressing ESC, got the lost connection msg. Tried again just a few minutes ago and still can't log in. Got email from another player who has the same issue.

Started launcher, 12 out of 18 files downloaded, remainder updated. Server is on list, my ping is 198, has never been that high. Still can't connect. Will see what happens after reset.

Server on list but show no players and won't let you log on. Standard "taking longer than expected" msg.

Server crashed 50 mins before restart. Have tried to log back on twice over last mins and server is not on the list. One would think it has issue with resetting economy that far ahead of normal server restart and there are still players online.

Server crashed 40 minutes prior to daily reset. First couple of times I tried to log back on it wasn't on the list. The third time it was, showed no one logged on. Connected and got to the my character list and the ship I was using isn't listed (Gearhead10_Trader). A few seconds after seeing that bit of news, I lost connection again. Shut down to desk top and waited a few minutes. At 25 minutes to reset I logged on, list came up, show 4 players on. Connected, got character list and ship still missing, and lost connection again. When I clicked OK, server list came up, showed no players, then changed and showed 4 players. Tried to connect with the same results, ship missing from my character list. And again lost connection. Closing down for the night. I hope I just didn't loose 135 mil, cargo and ship.

Why is the anti-cheat software even so strict anyways? a game from 2003 should never use 100% of my modern CPU... and my fan.. my ears hurt
I hate to tell you this but that sounds like your install has a corrupted file that is hanging up your CPU. When mine is running with normal crusing, only 3% of CPU is used and 2 - 4 GB of memory, ramps up to 5% and 5 GB when in big battles but drops off as soon as that is over. Fans idle at 1917 RPM, CPU temp is 40c. Run Task manager and look at processes to find out what is causing the CPU to stay at max or the Resource Monitor of Task Manager. you can see my system specs in sig.
