mmm, maybe their army is somewhat like spanish army: there are much more majors than liutenants, and much more liutenants than sargeants, so they are more valuated... the big prize would be to find a soldier

I think its because once you hit major, you're past your fighting prime, because it took so long to get the rank and now you're delegated to training, admin, etc. more than combat!

Different armies have different ranking systems.... it's either the way it's supposed to be or Lieutenant and Major were accidentally switched
