you can use milkshape 3d or 3dmax to build the model
then you need the cmp exporters for these tools to convert them into cmp
after that you need to add hardpoints (best with hardcmp) -> its simplier than adding them in milkshape
next you have to put your ship into the shiparch.ini... do the settings and add the ship to the market file of a station

pffft easy as pie 
Ahhh, damn this reminds me of a ship I did in AutoCAD a year or more ago... Just gotta get it converted and setup to work in Freelancer unfortunately.
Due to it's rather stubby, aggressive and "multi-finned" appearance, I was gonna call it the "Razorback".
