nah cops prepare the blacklist (1st list) then pirates try to compete between themselves to earn the honor of being THE MOST WANTED ! Their duels will decide who climbs up the ranks and who goes down.

despite the fact that he is not the most active player, i believe Huor's past earn him more than the 15th position...
And the more i think about it, the more i'd like having OTHERS to propose their list. I don't want the 15 blacklisted dudes to start running only after me because i gave their names for this
Huor : it's not mean to be a chase. It just means that if you'd agree to participate, you would be forced to challenge the person above you (#14) and defend (special for #15) against anyone who would like the last spot in the list. fights are made in the form of a single duel to death, no running, no friends. Ofc blacklisted players will be targeted more by the police (i hope police officers will follow this closely at least)

Its not about me - but - if i dont defend then i cant be worst than i am currently. So i cannot be overtaken. What for me is quite OK.
Dunno if you guys have a problem with this attitude - me not^^You could put me even on position 100 and i wouldnt care.
