I already clicked "Thread Done" as I have the answer to my question. Smuggling without liscence is OK and it's not RP so it can be done anywhere. Right?

If we want real RP here, then yes POLICE RP need a good and profitable legal routes, but somehow for those lawful factionts only!IDK how, but maybe this can be linked with police license...:P
