I ban Ajay cuz Tyranids have infested the planet

I ban AZ 'cos, then it's a valid strategy to deny the hivefleet any biomass, but even then one has to be Space Marine Chapter Master or an Inquisitor to declare an Exterminatus.
Though, I remember some times when a Tyranid spliner fleet has been defeated on the planet without use of Exterminatus (Sandy Mitchell, "Duty Calls"), but even then it required orbital bombardment.
