I have to get on friendlier terms with the Red Hessians because I want to try out a ship sold only on their base (problem is my current terms with them are uber-mega-zomg hostile).
I saw Outcasts on their enemies list, so I've been destroying them ever since, but there's not even a slightest change in my Red Hessian relationship. Who should I attack/bribe to improve the terms atleast to neutral?
A fresh started char can be made neutral with red hessians by getting the Junkers bribe (Rochester Base - NY).
Other than that you can always use the opportunity to go neutral with Navy by killing a few of them resulting in the neutrality of most pirate factions aswell.
Attack rhineland police & military
Bribe at bundschuh, frankfurt iirc, or at kreuzberg depot, new berlin

Best way imO. is to attack the Corsairs - so you won´t get problems with the Main Houses.
The Corsairs are the main hostile Party to the Hessians. And if you´ll make some Jobs for the Bounty Hunters in the Omegas you will get a fair amount of cash for it.
Even possible is makeing some Coalition Jobs against the Corsairs in Sovetskaya with SFP permission - you would fight better (CF related) NPC Ships there - Problem would be the pod storing.
there are direct bribes for the Hessians on Darmsdat depot (LWB base in Stuttgart), also on FP5 in Omega 41 as well as FP9 in Omicron Theta i believe.
