at the last meeting there was a discussion on the rules and we agreed to several points to be changed

ASF and CSF have to defend their territories!!! It is their duty to keep those areas free from opponents.
ASF and CSF are free to attack any opponent (ASF or CSF) forces on their own territory without a warning.
Fights in Warzones will need a warning.
Neutral zones will stay neutral -> no fights there (these zones are displayed on the political maps).
No use of bats/bots during the fights (reloading counts as 1 kill ).
No docking on opponents stations/planets during the fights
ASF are not allowed to dock in CSF systems
CSF are not allowed to dock in ASF systems
>> Attacks can only be started from own territory or from warzones!!!
Only systems that are next to a warzone or next to an own system can be attacked
>> No attacks on systems deep in enemy territory!!!
The attackers will need 20 kills to win the fight and therefore the system.
The defenders will need 15 kill to keep their system.
These kills have to be done within an 1 hour timelimit.
If the the attackers reach their 20 kills but the defenders also have their needed 15 kills then the defenders can keep their system.
Small raids to the enemy territory with the purpose to weaken the opponent by killing trains and other possible objects are
allowed aswell. But is not possible to claim a system for your faction this way.
After one side won a new system then the looser faction has to remove their chars from that system due to the fact that it is not allowed to start attacks from systems other than own systems or warzones.
The system will be locked for 24 hours. That means no counterattacks on this system during that time.
The opposing sides are restricted to one system attack each per 24 hours. This means that there will be no more than 2 battles to control a system in each 24 hour period. The 24 hours is counted from midnight GMT. An imediatle counter attack for any lost systems is not permited until the next 24 hour time period (see rule above)
Example:
ASF attack CSF in Manchester. ASF is not allowed to dock in Manchester because its CSF territory (atm ). ASF attacks from Cortez.
Everytime an ASF dies, he respawn in Cortez and come back to the fights. ASF manage to kill 20 CSF fighters and gets the system. Manchester is now lost and locked for 24 hours so the CSF cant fight back the system for 24 hours.
If the CSF would have made 15 kills then they would have been able to keep the system.
Minimum fighters involved for a battle is 2 on each side.
No dockkilling (meaning: you can kill ppl which are trying to dock but not if they undock; give them 5 seconds time after they undocked before you attack them again)
ASF and CSF members HAVE TO wear ASF or CSF licences.
Players without those licences (players and clans that are not part of the ASF or CSF) dont have the right to enter fights between ASF and CSF.

Serverrules have to be followed
Score counting: can be done by making screenshots (player has died message) or by asking someone neutral to count the kills during the battle. (how it will be done is your choice)
A retreat from the server during battle by either side will contitute a loss to the retreating force.
Retreat is definied as leaving the server or the system that has to be defended during the 1 hour battletime. In case of a serverreboot or crash the fights will go on as soon the server is back online. In the case of repeated crashes both sides should amicably agree a settlement
