i have seen people running around with the GR tag
i know that they are moderators but don't know much else about them,
could someone fill me in on what they do ect

They are not moderators, well, not forum ones, and in-game it has a different name.
GRs are the closest thing to Server Police on CF, but as OP is who usually makes the bans, GRs mainly make general penalizations, but sometimes even bans. We normally have to start RP on the server, RP events, blockades and such. So in general, GRs (should) take care of creating RP, keeping the current RP in the fair play rules, and punishing those who break RP or server rules.
Some may also voluntarily help people with doubts, bug reports, answer general questions, and even have chats. As GRs can't see everything, reports from players are welcomed and investigated, evidences and screenshots are usually required for GRs to make a penalization.

no discussion how you can beat them, who did beat one already, who never got beaten and so on are necessary.
Michael said pretty much what GR's are there for.
Of course you can fight with a GR on the server, as long they agree. Otherwise they are out of any RP by default.

While that matter is a thing you should talk with OP privately(as he is the only one who can make somebody GR), his and your conditions, what to do and etc, until you get things settled with him, you can always screen and report things that seem worthy of being reported. (to GRs, ofc).
So my recommendation is to PM OP about it
