can a non sever clan fly with un tagged chars yes or no as lots tell me yes u can and if not why are so meny doing this ??

There is nowhere mentioned server clan. The rule is about clan tags! -

Also I find it quite ironic that especially you post this here
your clan tags include(d): BLK_OPS, UR, TBP, BB and BG for a while and you applied to PX while being in UR/BB
I am amazed that you are still flying around on the server
