theyve been saying that since April 17th

Sony announced that they have partly activated the network. Region after Region gets activated which takes time to be fully available for all especially the multiplayer online services. Meanwhile all PSN users can download the latest firmware update 3.61 for the PS3 which is mandatory to play on PSN.
