Is possible that your reputation is affected IF YOU EQUIP RP license ... after this if you change it (bribes, NPCs killing) it will stay with your done changes unless you again equip/re-equip license. Dunno if is this part active or not, I not equipped license few months.

It's messy enough that you have to dig through pirate bases to get random equipment (since Issos no longer sells jack shit) - introducing licence based rep would turn CF more faction based... I think that wouldn't be in CF spirit.
