I ban NH 'cos, there could also be Disc One Nuke in ShoC, where Sidorovich could sell OTs-14 "Groza" 5.45mm variant - and Sid's store is where the game starts (He would've sell it for 20k, but after looting tons and tons of bandits... point taken).
Does not compare to CoP though, where you could get your hands on SPAS-12 and AN-94 on the starting location (SPAS-12 is hidden in the buildings north from the bridge on Zaton, and one zombified stalker at the lumber mill will be armed with AN-94), and get the MOTHERFLAKKING RPG-7 on Jupiter (requires to kill a Burer, but it's not that hard, just melee the flak out of him as he can't throw your knife away).
