Your travel to new berlin takes you through the hamburg system. Try to land on battleship westfalen and buy the Rapier VHF there (costs $8.356.701). It's a class 10 ship and will help you get started in CF campaign. (I'm not sure if landing is still allowed in 2.0 but it worked in 1.9, from anubis to rapier vhf is a good upgrade)
If it doesn't work or you can't afford the ship by then, try getting a eagle from freeport 9 between mission 9 and 10, which is your last free break before CF story starts
by the way, you can also try to get a Cayman between missions 7 and 8 but I decided to play the original part in my anubis so I went for rapier vhf -
It's not about breaking police rep, it is about gaining criminal rep until they are neutral. Declining police missions will break police rep, but will not increase criminal rep (yes I tested it already). If you want to gain criminal rep, you will really need to destroy something that belongs to police/navy/lawful factions. Only declining all missions will end you up being full hostile to everybody.

not the only, but by far the best
the point is, he is looking for containers to kill because it requires much more time to kill ships
time is a limited resourse for some people here, so if they can't shoot containers, they'll log off and go do something else
yes, that applies to me too, I have been and will be online less than I used to
another factor is there are some total newcomers who need the money they can make of the looted stuff, so they become greedy and take all they can get -
