When ever I run the launcher, this shows up. I followed the CFguide exactly (this was my first installation of Freelancer ever), am running on Windows 7, disabled UAC (don't have to run anything as Administrator ever again), disabled my firewall and antivirus, and made sure files are not Read-Only.
It will start to download some files, but just randomly quite saying it can't find anything, leading me to believe it's a server-side issue.

this message appear in my experience in 3 cases:
1) you was in MP, close it and want restart ... but in process list stil hangs 'old' freelancer exe -> kill process with task manager
2)something block your connection to server
3) server is down (in last months very rarely, but can happen) ... now I see 8ppl on-line (can be checked on server page)
Which cf-version do you use, 1.9 or 1.82? this may also be an issue

I don't think that disabling UAC is the same as running with elevated rights (administrator). I suggest that you do the run as administrator thing to be sure.
The Administrator user do exist in Windows 7, it is just a hidden user.
