Stuck at Level 20!!!!

i beat single player without the mod and i put it on when i beat it and now I am stuck at level 20 and it just says i need to do a mission and my current worth is 2mil+ what do i need to do ('[3]')

ok started a new game and now i am stuck at the max level at 38
