    Since obviously no one answered your question, at least on the public forum, here it is.


    The SP can witness the F1 use if they are in game by several ways.


    1. Another player complains that his/her opponent used F1 to avoid RP. If the investigation proves this is true, then we can fine the F1 user or use some other action depending on the severity of the offense and number of previous offenses.


    2. The FLHOOK has a F1 "detector" built in, so if a player shoots another player and the the one who was shot uses F1, then the system displays a message in game, which you have seen.


    3. Screenshots provided by players with supporting evidence that F1 was used to avoid RP.
