if i was being taxed and police were near by should i expect help? call for help? accept it as part of life here? will the police turn a blind eye?

I've had 2 different police clans basically say 'Who cares?' in that situation. In one case they weren't just near, they were in sight. I say count on yourself.

police is there to protect you, but, nevertheless, my advice is: if you need help then ask for help
you may also consider hiring some mercs to protect you if your problem with pirates makes it rentable. most pirates out there are honorful and wont shoot a trader till all his escorts are down

You have lots of options it sounds like. I hardly believe from my experience that the cops would ignore you unless they were already preoccupied with a duty. One thing for sure is.....the more people you talk with and become aquinted with .... the less you are alone

And I can tell you that if I see <Name> pay <cash> tax I turn around and fight the guy who wants to tax somebody. The priority shifts to the guy who's taxing some poor fellow. No one taxes in my presence and gets away with it
