The poor traveller

I am wondering what this actually is supposed to be. Yes, the explaination tells something about capturing the traveler but as far I know the traveler was sleeping all the time. And I wonder how the Cabal got knowledge about how to capture the traveler and how to make use of its light. That certainly required a deep understand about what the light is and how the traveler works.
