two possible reasons 1. you dont have permission to write into the directory 2. the file is missing (which means something prevented that the installer could extract this file from the setup)

probably best would be to check if the file exists in the flmm folder

and the "D:\Applications\Freelancer\DATA\INTERFACE\BASESIDE\" folder does it have a file with an underscore already? if not then its really a matter of permissions. I would recommend to install the game into D:\Freelancer\

you can try to right-click the freelancer folder -> properties and then there must be a checkbox with write protection below unmark that and click ok when asked you select that all changes should be done for the subfolders aswell then try to activate the mod if that fails again you will have to reinstall Freelacer best if you install it into d:\Freelancer

(Quote)as Martind assumed and PE mentioned.... FLMM 2.0 most likely is the problem here. all flmm version after 1.31 for some reason were broken or only beta versions which lack important features. FLMM 1.31 is the last stable working version
