Does it happen with Any ship or you just tried one... if it's just one there could be an error to that ship's files, if it happens to any ship, it's... unusual. Usually you need a certain level to buy a higher end ship but I guess that's not the case as you can't stay in a Starflier till finding those ships. So, could yo ugive more deteailed info ? from what it sounds I don't recognize a clear issue and solution.
