BLK_OPS is a PIRATE clan in SMUGGLER disguise. BLK_OPS engaged cops numerous times without ANY REASONS WHAT SO EVER (also called OORP)

Such behaviour falls under the definition of "piracy"; the clan will be treated as such.

And add to that the BLK_OPS char constantly parked in Custodian and taunting BG.
