Bypassing the launcher is not a good idea, It's there for a reason. It's especially not a good idea if you plan on going online, It's there for a really good reason.

To clarify it: You run the CF1.82 intaller. Set intall dir to D:\Games\Freelancer\Freelancer Mod Manager, run FLMM set Freelancer directory to D:\Games\Freelancer\Game, active the mod?

On topic: Over the years of playing (+ roaming/exploring mods) IOC is the first clan that I joined (and the only one fits me) in FL and even tho' nowadays I'm don't spend much time in FL, I'm sticking with it till the end.

Might be write-protection problem, try not using the program files folder for FL install.
CF uses modded freelancer.exe so using the original will only cause problems.
Small text is FL problem. (it's the odd way that FL installer 'installs' font, never really 'researched' it

Most likely screwed up Mission files.
Try rewriting Missions folder (../Freelancer/DATA/) with one from vanilla FL (preferably fresh copy).

1. It's been announced that weapons will be limited/removed from arena and outpost's (and whatever else they are sold in bulk).
1a. It's been announced that clan billboards will not show up in SP.
1b. NPC's have nothing to do with clans. Clan owned or not systems have pretty much the same gameplay value.2. You can always reach a prison.
2b. Mining adjustments have been announced.3. Don't have correct info to answer it. tho' in vanilla I never run out of money, so a few million more doesn't really make a difference.
If you followed 1.9 development you'd know for sure that developers are interested in SP.

in 1.8 Cf storyline is loot-text based. So for starters loot the wreck in Death Valley.
Stormcrow? no idea, a standard Eagle is enough to kick NPCs ass. Getting Ragnarok needs cheating.
