You have to delete Restart.fl in order to run the game, other than that it should work. Worse case scenario: the game will crash during loading or Mission script will glitch and story will not advance.
As for exiting game (if in a rush) just hit alt+F4

I think the problem is that the game was running slower on old rig and now he just can't get used to it running at normal speed on new rig.
then the cpu can't 'handle' the game it feels slower.

In this case 'running at faster speed' is most likely referred to higher cruise speed or 'new rig' running the game at high fps rate.
