(Code, 1 line) local faction for that base is fc_lr_grp -> liberty rogues (Code, 8 lines) That faction has a 74% chance to offer high-rank missions and spawn npcs on the base, which offer further missions.Corsairs have mission related absolutely no settings on that base.The reputation settings you do via flhook command have absolutely no influence on the missions, these settings are only relevant for NPCs spawning and attacking the base exterior.

then maybe its related to your reputation all I can say for sure is that the base is set to offer missions and the system has working mission zones around the base. More is not needed.
