Yes it is blocked, and was reported before... We can jsut eliminate docking procedure for Dock 7. It can't be restructured only for 1 poor dock, of 8 docks ! Also, it's hidden at the back of the base, I'm not sure how autopilot could get you there, there are many in front of the base !
