I'm wondering why there are such col ships for NPCs that neither the ASF chars in duty (for the ASF vs CSF war) can't buy...

There can be unlocked base for ASF chars and other unlocked bases for CSF chars... in this way only those special chars can use the ASF / CSF ships... each one of their own team. And also... it can be put in the rules: not to buy ships of your opponent team Cus so nice ships... (and even if they might get upgraded to fly like the best ships available atm)
