I think that rp is the only way out of this messed up situation. The only way that works longer than just a few weeks.And I don't think that u need a large amount of players for it. You just need players which get stuff started and promoted.

Simply said Disco has faction based RP combined with the classic roles (pirates, cops etc).The faction has control over a specific territory and can enforce its rules there.Players always have to play their role, no matter what. Ppl have to chose a faction until they reach a certain lvl.
