Well, I've met many people who don't care is it recomended or not, they just were reloading because "it is advised no to do", but it is NOT forbidden. So rules should change to "it is forbidden to use bots/bats in any fight with player" or "it is allowed to use bots/bats in any fight with player"; or it can be allowed for players who are not on VHF.
